Deputy Governor Dao Minh Tu chairs the periodic meeting on the communication work of the banking sector in the 3rd Quarter of 2019
On August 22, 2019, the SBV held a periodic meeting on the communication work of the banking sector in the 3rd Quarter of 2019. The meeting was chaired by Deputy Governor Dao Minh Tu.
Attending the meeting were leaders of departments and agencies under the SBV such as Communication Department, Payment Department, Monetary Policy Department, leaders of some SBV branches, leaders of commercial banks etc. Mr. Vu Van Long - Deputy General Director of Deposit Insurance of Vietnam (DIV) participated the meeting on behalf of DIV.
Dynamic, diversified and following the keys tasks
The meeting was aimed at reviewing the communication work and the social protection activities of the banking sector over the past time, and providing specific orientations for the communication operations of the banking sector in the remaining months of 2019. Attending the meeting were representatives from the SBV’s Departments, such as the Communication Department, the Monetary Policy Department, the Payment Department, etc., leaders of several SBV municipal and provincial branches, many commercial banks, and representatives of the units responsible for communication work at the credit institutions…
Speaking at the meeting, Deputy Governor Dao Minh Tu emphasized that the communication work has played an important role in the banking operations, especially in the context of fluctuations in the world market. The whole banking industry has made an enormous effort to overcome the difficulties and challenges, with a very significant contribution of the communication operations.
The SBV Deputy Governor said that the SBV Management Board, especially the SBV Governor, has always paid much attention and given drastic, specific and direct instructions to the communication activities. Therefore, the communication operations have been implemented in an increasingly active, flexible and professional manner, thereby having obtained important progresses.

At the meeting, Mrs. Le Thi Thuy Sen, Director General of the Communication Department, presented the results of the communication work of the banking sector over the past time and shared specific orientations for the communication operations of the banking sector in the remaining months of 2019. Accordingly, the communication work of the banking industry has followed closely the key tasks of the sector, the domestic and international contexts and handled promptly the issues of public concerns. The positive results of the banking industry in the first months of the year have improved the public confidence, in spite of the negative impacts from the international contexts on the market psychology. Specifically, the SBV management has contributed to stabilizing the macro economy, supporting the economic growth, stable exchange rates and interest rates, appropriate and quality credit growth; enhancing the payment development, creating favorable conditions for the people to access banking services, promoting non-cash payments; drastically conducting the restructuring of the credit institutions’ system and resolving non-performing loans (NPLs) to ensure prudent and safe operations of the whole banking sector; accelerating the administrative reforms; actively implementing the communication programs on financial education to contribute to implementing the Scheme on enhancing the accessibility to financial services and limiting black credit…

Enhancing communication on policies and the good examples of the banking sector
Director General Le Thi Thuy Sen of the Communication Department also presented on the key tasks of the communication operations in the remaining months of the year. Accordingly, the communication operations would continue to follow closely the orientations and directions of the Party, the National Assembly, the Government, and the SBV Governor, especially Resolution 01 and Directive 01 of the SBV and the Governor’s instructions on the key tasks of the banking sector, the developments in the international and domestic financial markets, in order to conduct active and prompt communication on the issues of public concerns.
At the meeting, several leaders of the SBV entities and branches, as well as the commercial banks spoke highly of the results of the communication work of the banking industry, as well as mentioned the difficulties and obstacles ahead, and made recommendations with a view to improving the communication activities.
In his concluding remarks, Deputy Governor Dao Minh Tu required that the communication units within the banking sector implement the following immediate and long-term tasks: narrowing the gap of communication on the mechanisms and policies to create public consensus and acknowledgement of the role, responsibilities and contributions of the banking sector to the socio-economy; continuing the communication on the monetary policies, the management and governance of the banking operations; enhancing the communication on credit for trade, policies and specific fields, and special communication on the potentially risky areas; highlighting the role of the commercial banks as payment intermediaries of the whole economy; strengthening the internal communication and improving the SBV web portal…
An overview of the meeting
About the collaboration, the SBV Deputy Governor requested that the relevant entities enhance their sense of responsibilities, and the role of the leaders of SBV entities in the communication operations. Moreover, he also requested further coordination between the SBV departments and the SBV municipal and provincial branches; between the SBV and the credit institutions; between the SBV branches and the credit institutions in their localities… The Deputy Governor also requested that the Communication Department promote the communication programs on financial education, contributing to implementing the National Strategy for Financial Inclusion.
About the social protection activities, the SBV Deputy Governor emphasized that, over the past time, the banking sector has actively coordinated with the relevant entities in order to share with the difficulties of the disadvantaged people in the society, focusing on building houses for the poor, improving health, education, and supporting the people in natural disasters. In the coming time, Deputy Governor Dao Minh Tu required the whole banking industry to continue the social protection programs in order to contribute further to the community and the society.
