Attending the ceremony were Mr. Nguyen Ngoc Canh –Deputy Governor of the SBV; Mr. Nguyen Anh Tuan – Deputy Director of the Personnel and Organization Department of the SBV; Ms. Dau Thi Mai Hương – Deputy Director of the Department for the Management and Supervision of Credit Institutions of the SBV; together with representatives of leaders from several SBV departments and agencies.
On the side of DIV, attendees included Mr. Pham Bao Lam –Chairman of the Board of Directors; Mr. Dang Duy Cuong – Member of the Board of Directors and General Director; Executive Members of the Board of Directors; Controllers; Members of the Board of Management; the Chairperson of the Trade Union; the Secretary of the Youth Union; leaders of departments and divisions at the Head Office; the Board of Directors and leaders of divisions of the Hanoi Regional Branch. Regional branches of DIV across the country participated in the ceremony via online connection.
At the ceremony, Mr. Nguyen Anh Tusn – Deputy Director of the Personnel and Organization Department of the SBV – announced the Decision appointing Mr. Duong Quoc Long, Director of the Ho Chi Minh City Regional Branch of DIV, to the position of Deputy General of DIV, effective from August 12, 2025, pursuant to Decision No. 2976/QĐ-NHNN dated August 12, 2025, issued by the Governor of the SBV. The term of office is five years from the date of appointment.
Speaking at the ceremony, Mr. Nguyen Ngoc Canh, Deputy Governor of the SBV, congratulated the newly appointed Deputy General Director, Mr. Duong Quoc Long, on being entrusted by the Leadership Board, and the Governor of the SBV with this important responsibility - particularly with the support and confidence expressed by the officials and staff of the Deposit Insurance of Vietnam (DIV) in endorsing this appointment decision. He emphasized that the consolidation of DIV’s key leadership is essential to ensuring the effective fulfillment of its political mandates in the coming period, especially following the expected adoption of the revised Law on Deposit Insurance by the National Assembly at its October session, which will introduce significant amendments and additions to DIV’s roles and functions.
Deputy Governor Nguyen Ngoc Canh noted that Mr. Duong Quoc Long brings with him more than 20 years of experience at DIV, having held multiple important positions, directly managed operations, and overseen deposit insurance activities in the major financial hub of Ho Chi Minh City, thereby making substantial contributions to the institution’s performance in recent years. “I urge you to continue to maximize your capabilities and strengths, while actively cultivating and enhancing your expertise, so as to excel in fulfilling the tasks entrusted to you by the leadership and to further contribute to the overall development of DIV,” stressed Deputy Governor Nguyen Ngoc Canh.
On behalf of the Board of Directors of the DIV, Mr. Pham Bao Lam – Chairman of the Board of Directors – congratulated Mr. Duong Quoc Long on being entrusted by the Standing Committee of the Party Committee and the Governor of the SBV to assume the position of Deputy General Director of DIV for the 2025–2030 term.
Chairman Pham Bao Lam expressed his gratitude to the Standing Committee of the Party Committee and the Governor of the SBV for their attention and support in facilitating DIV’s leadership consolidation, thereby enabling the institution to better fulfill the political tasks entrusted by the Government and the SBV. With the professional qualifications, management and leadership skills, and extensive practical experience in deposit insurance operations, Chairman Pham Bao Lam affirmed his belief that the newly appointed Deputy General Director would have many advantages in successfully carrying out his assigned responsibilities.
DIV Chairman noted that the DIV is currently focusing its resources on key priorities, including: coordinating with relevant departments and agencies of the SBV to implement the plan for developing the revised Law on Deposit Insurance, which is scheduled to be submitted to the National Assembly for approval in October 2025 to establish a more robust legal framework for deposit insurance operations. The draft law has already undergone appraisal by the Ministry of Justice; implementing the additional roles and responsibilities assigned to DIV in participating in the restructuring of weak credit institutions in Vietnam, as stipulated under the amended Law on Credit Institutions (2024) and in the forthcoming revised Law on Deposit Insurance; preparing a mid-term review report on the implementation of the Deposit Insurance Development Strategy for the 2022–2025 period and continuing to carry out the tasks under the Strategy with an orientation toward 2030.
Chairman Pham Bao Lam requested the General Director to promptly assign specific duties so that the new Deputy General Director can immediately engage in operational management, fully leveraging his capacity, strengths, and experience to excel in his new role. He affirmed that the DIV’s leadership would provide the necessary support to Mr. Duong Quoc Long, with the shared goal of building a more cohesive and stronger DIV.
In his remarks upon assuming the new position, Mr. Duong Quoc Long, newly appointed Deputy General Director of the DIV, expressed his honor and gratitude to the leadership of the SBV for their trust in entrusting him with this important responsibility. He emphasized his deep awareness that the new role requires dedication, a high sense of responsibility, and strong professional competence in order to work with the leadership team in managing and advancing DIV in a new era.
“As an officer who has devoted more than 20 years to DIV, directly engaging in off-site supervision, on-site examination, participation in special control, and coordinating with SBV branches in Ho Chi Minh City and surrounding provinces to address issues at people’s credit funds, I hope to apply my knowledge, expertise, and practical experience in deposit insurance operations with insured institutions to effectively direct the assigned tasks. I am committed to contributing to the leadership team of DIV in successfully fulfilling the institution’s mandates in the time ahead,” pledged Deputy General Director Duong Quoc Long.
