Accordingly, the Plan aims to organize the synchronous and effective implementation of the tasks of the banking sector as assigned in the National Strategy on Digital Economy and Digital Society Development to 2025, with orientation to 2030 according to Decision No. 411/QD-TTg dated March 31, 2022 of the Prime Minister for the period 2022-2025. It suits the current context when there is an opportunity Vietnam needs to quickly seize and take drastic actions to develop digital economy and digital society, develop new business lines, open up new markets and create more new jobs, thereby making a breakthrough to change the nation ranking. ranking. Developing digital economy and digital society is a high priority in the National Development Strategies.
Digital economy is an economic activity that uses digital technology and digital data as main inputs, uses the digital environment as the main operating space, and uses information and telecommunications technology to increase productivity, innovative business models and optimize economic structure. Digital economy includes: information and communications technology (ITC) economy; platform economy, which is business operation of digital platforms, digital matchmakers and online services; field-specific digital economy.
Accordingly, cashless payments will be promoted towards comprehensive financial universalisation. To that end, focal tasks include overhauling regulations and policies on finance, fees, and charges in a way that removes barriers to cashless payments. It also includes developing payment systems, and arguing mechanisms and policies on issues related to a national digital currency.
The SBV will adapt policies in the banking sector to requirements of digital economy and digital society development; devise policies for raising the rate of the sector’s online operations to at least 50%; and issue and fine-tune the sector’s technical standards to serve the development of a digital economy and digital society, especially the standards of digital service quality.
Other tasks identified in the plan include making and implementing plans to promote the use of national digital platforms, the application of digital platforms and data, cyber security, supporting the development of digital enterprises , and enhancing cooperation with international partners in digital society development.
The plan includes the following specific tasks:
Firstly, to develop digital payments towards financial inclusion and to promote non-cash payments. Key tasks include: Organizing the implementation of the Action Plan of the Banking sector to implement the National Financial Inclusion Strategy to 2025, with orientation to 2030, issued in Decision No.1309/QD-NHNN; Organizing the implementation plan for Decision No.1813/QD-TTg dated October 28, 2021 of the Prime Minister approving the Project on development of non-cash payment in Vietnam for the period of 2021-2025 issued in Decision 2006/QD-NHNN; Formulating and submitting to the Government for promulgation a Decree on a mechanism for controlled testing of financial technology activities in the banking sector; Reviewing and amending regulations and policies on finance, fees and charges in the direction of removing barriers to non-cash payment, thereby encouraging people to conduct non-cash transactions; Developing of payment systems; Doing research and advocacy mechanisms and policies on issues related to national digital currency.
Secondly, completing the institutional system: Reviewing, building, amending and supplementing mechanisms, policies and laws in the banking industry in accordance with the requirements of the development of the digital economy and digital society; focus on developing policies to increase the proportion of online accounting activities for at least 50% of the banking industry's activities; implementing the tasks of the group "Building and completing the legal framework to facilitate the digital transformation process in the banking industry" under the Plan on digital transformation of the banking industry to 2025, with orientation to 2030 promulgated in Decision No.810/QD- SBV; Building, promulgating and perfecting a system of banking industry technical standards to serve the development of the digital economy and digital society, especially technical standards on digital service quality in the banking industry;
Thirdly, developing and using digital platforms: Develop and organize the implementation of the banking sector's plan to promote the use of national digital platforms; Identify the digital platforms of the Banking industry and develop a specific plan to promote the use of the digital platforms of the Banking industry;
Fourthly, developing digital data: Continue to improve the aggregate data processing and analysis platform of the SBV in order to centrally store, synthesize, analyze and process data on socio-economic development. from different sources; interconnect, open data sharing, thereby creating new information, new data services serving the Digital Government; promote digitization, build a database to serve the monetary and banking management and administration activities of the SBV;
Fifthly, ensure information safety and network security: Ensure default network information security requirements right from the design and construction stage when developing digital infrastructure and digital platforms; developing the platform and organizing the deployment of network information security services according to the 4-layer protection model;
Sixthly, developing digital skills, digital citizenship, digital culture: Organizing the implementation of the Banking sector's plan to implement the Project of "Raising awareness, popularizing skills and developing human resources for nation digital transformation to 2025, with orientation to 2030” promulgated under Decision No.1033/QD-NHNN;
Seventhly, developing digital business: Build and promulgate a program to determine the index to assess the level of digital transformation of enterprises and support businesses in digital transformation of the banking industry to implement Decision No.1970/QD-BTTTT dated December 13, 2021 of the Minister of Information and Communications approving the Scheme to determine the Index to evaluate the level of digital transformation of enterprises; Using the Index to assess the level of enterprise digital transformation to measure the digital transformation of credit institutions. Periodically organized surveys to assess the level of digital transformation of credit institutions.
Eighthly, deploy a number of other tasks and solutions such as cooperating with digital platform enterprises in researching and developing excellent and high-quality digital platforms; implementing financial education and communication programs to improve people's knowledge and skills in using digital banking and financial products and services; implement international cooperation on development of digital economy, digital society...
The SBV Information Technology Department is assigned to take lead in advising and assisting the SBV Governor in the implementation of the Plan; monitoring the implementation and promptly reporting to the SBV Governor on any emerging situation, the implementation results, the difficulties and obstacles, as well as recommending possible solutions.
The SBV relevant entities, the credit institutions and the payment intermediaries, depending on their functions and responsibilities, are requested to proactively organize the implementation of the Plan.
