The working visit took place in the context of DIV’s current efforts to conduct in-depth research and support the State Bank of Vietnam in drafting amendments to the Law on Deposit Insurance. Discussions and working sessions with CDIC and the Financial Supervisory Commission (FSC) of Taiwan provided valuable insights for DIV and other relevant ministries and agencies.

During the high-level meeting, Mr. Dang Duy Cuong, General Director of DIV, and Dr. Tien-Mu Huang, Chairman of CDIC, shared an overview of the operations of their respective institutions, with a particular focus on discussing potential opportunities for future cooperation. CDIC is a risk minimizer and plays a key role in Taiwan’s financial safety-net. DIV and CDIC signed their first Memorandum of Understanding (MoU) in 2006, with the most recent renewal taking place in 2024. Over the years, the two institutions have maintained close cooperation through experience-sharing activities and participation in deposit insurance-related conferences and seminars. On this occasion, Mr. Dang Duy Cuong extended an official invitation to Dr. Tien-Mu Huang to visit Vietnam in the near future, which was warmly accepted.

As part of the working session, CDIC speakers delivered presentations to the Vietnamese delegation on several key topics, including: an overview of the deposit insurance system in Taiwan; coordination and information-sharing among financial safety-net members during normal times and crises, and the resolution of failed institutions; the role of the deposit insurer in early intervention; reimbursement; and an overview of the revised IADI Core Principles. The meetings and discussions were engaging and productive, enabling the delegation to exchange valuable knowledge and practical experiences.

DIV delegation also held a working session with FSC, chaired by Mr. Chen-Chang Tong, Director General of the Banking Bureau. During the meeting, FSC representatives provided an overview of Taiwan’s banking sector and highlighted key supervisory priorities. The information shared was practical and valuable, serving as a useful reference for Vietnam in enhancing the safety and soundness of the financial and banking system.

The working visit achieved positive outcomes. The knowledge and experience shared by CDIC and FSC played an important role for DIV and relevant ministries and agencies in the process of researching and proposing amendments for the drafted Law on Deposit Insurance, as well as developing an effective deposit insurance system in Vietnam.
