Attending the Conference were Mr. Chu Dinh Dong - Member of the Standing Commission, Head of the Organizing Commission of the Party Committee of State-owned Enterprises’ Group and other leadership representatives; Mr. Ha Cong Nghia - Deputy Director of Area III, Central Inspection Commission Agency.
On the DIV’s side, there were Mr. Pham Bao Lam - Commissioner of the Party Committee of the State-owned Enterprises’ Group, Secretary of the DIV’s Party Committee, DIV’s Chairman of the Board of Directors and other members of the Board of Directors; Mr. Vu Van Long - Member of the Standing Commission of the Party Committee, Deputy General Director in charge of administration and members of the Executive Board; Controllers; the Standing Deputy Secretary of the Party Committee; representatives of the Party Committee, Trade Union, Youth Union and leaders of Headquarters departments and divisions; Board of Directors and heads of departments of the DIV’s regional branches.
Creative and flexible in direction and administration; promote the capacity and combat strength of the entire Party Committee.
Speaking at the opening of the conference, Mr. Pham Bao Lam - Chairman of the Board of Directors, shared that in the first half of the year 2023, thanks to the close attention and direction of the Central Committee, the Party Committee of the State-owned Enterprises’ Group and the State Bank of Vietnam (SBV), the DIV implemented synchronously and effectively the assigned key tasks; and all the plans met or exceeded the targets and progresses compared to the same period last year.
The DIV’s Board of Directors creatively and flexibly directed the party-building work and carried out political tasks closely with the direction of superiors, thereby overcoming difficulties and achieving many remarkable results. Resolutions, directives, and conclusions of the Central Committee were always strictly and promptly implemented. The aspects of political and ideological work; staff organization; inspection and supervision of the Party; mass mobilization work and leadership of mass organizations; anti-corruption and corruption prevention, and so on were implemented effectively in accordance with regulations.
With the spirit of solidarity and high determination, the professional activities were also effectively implemented, with many innovations occurring in all aspects of operations, affirming the crucial role of the DIV. In particular, the DIV promoted research and proposed developing and enhancing DI policies. In this regard, the DIV cooperated closely with relevant units of the SBV to agree on the key contents in the proposal to amend and supplement several articles of the Law on DI. Thereby, the DIV aimed to better protect the legitimate rights and interests of depositors and strengthen the role of DI policy in ensuring the safety of banking system operations.
Mr. Pham Bao Lam suggested that the delegates focus on discussing core issues, assessing the actual results achieved, considering problems that remain unsolved and proposing solutions to complete the work plan.
On behalf of the DIV’s Board of Directors, Mr. Vu Van Long - Deputy General Director in charge of administration reported the results of the first half-year period and the implementation of critical tasks in the second half of 2023.
Accordingly, the DIV’s Party Committee properly performed the role of comprehensive leadership in all aspects of the DIV’s activities in order to complete the Party building work and carry out its political tasks. In the first half of the year, the DIV’s Party Committee and Board of Management always closely followed the directions and guidance on Party building and political tasks of the Standing Commission of the Party Committee of State-owned Enterprises’ Group to implement and ensure the implementation in accordance with the guidelines, functions and duties assigned.
Party committees at all levels developed and directed the strict and effective implementation of resolutions, directives, conclusions, regulations, and so on of the Central Committee and the Party Committee of State-owned Enterprises’ Group on Party building work, attaching work contents with the implementation of a seminar for the whole term of the 13th Congress of the Party on "Study and follow Ho Chi Minh's thought, morality and style on self-reliance, self-strengthening, and aspiration to develop a happy and prosperous country”. The guidelines and orientations of the Party, policies, and laws of the State were fully and timely grasped; the communication and implementation of resolutions, directives and conclusions of the Party were innovated to fit the situation and characteristics of the unit.
The DIV’s Party Committee is interested in building a cadre of employees with political courage, ethical qualities, a high sense of discipline, intelligence and capacity to meet the assigned task requirements. The leadership method of the Party committees at junior levels (or so-called party cells) was innovated, closely linked with the actual situation of the unit, and periodical meetings of the party cells were maintained regularly.
Thanks to the centralized, strict, and timely management, the political tasks of the DIV have all been carried out in accordance with the set targets and progress of the work plan. The implementation of Party building has helped enhance the leadership and combat strength of the Party's grassroots organizations, as well as the theoretical level, political courage, working capacity, and revolutionary morality of cadres and the Party members of the DIV.
Completing the half-year operational goals with excellent performance
Regarding professional activities, Deputy Director Vu Van Long’s report demonstrated the DIV’s continuous efforts in fulfilling its mandate. As of June 30th, 2023, there were 1,280 insured institutions (03 institutions fewer than Q4/2022), including 96 banks and branches of foreign banks, 1,179 people’s credit funds (PCFs), 01 cooperative bank and 04 microfinance institutions.
In the first half of 2023, the DIV actively engaged in researches, making proposals in policy formulation and improvements to administrative and operational legal documents. On the basis of the DIV’s assigned duties, the DIV commented on the draft amended Law on Credit Institutions as per the request of the National Assembly Committee on Economy, the SBV, the Vietnamese Banking Association; and also sent an official document to the Department of Legal Affairs (SBV) on the review of implementation of the Law on DI. Besides, the DIV issued the Action program to implement the Strategy on DI development to 2025, with orientation to 2030. The DIV also co-operated with the SBV for a submittal to the Government to suspend the Differential Premium Scheme and collaborated with the Finance & Accounting Department (SBV) to complete the preparation for the amendment of DIV’s charter capital. Furthermore, the DIV also completed the signing of the regulations on coordination with 56/57 SBV’s provincial branches with PCF’s presence, achieving 98.2% of the set target.
The DIV also performed its professional activities with high efficiency. From the beginning of 2023, the DIV issued 131 copies and re-issued 10 deposit insurance certificates; the revocation and the information disclosure on revocation of deposit insurance certificates was conducted in a timely manner, ensuring compliance with the law. The DIV performed periodic examination of 128/278 insured institutions, reaching 46.04% of the plan. The DIV also inspected 12/60 PCFs under the direction of the State Bank Governor in 2023. The DIV directed all units in the system to carry out continuous and frequent monitoring over 100% of assigned credit institutions in the locality, with special emphasis on troubled PCFs; and made timely suggestions to the SBV.
In order to ensure the organization's financial resources to protect depositors, the DIV collected DI premium with the amount exceeding by 5.75% compared to the first-half plan and reaching 52.2% of the plan assigned by the SBV in 2023. DI premium was waived for 34 insured institutions under special control. The DIV's total operating capital as of June 30, 2023 reached VND 102.4 trillion, up 14.9% over the same period in 2022. The operational reserve fund reached VND 95.76 trillion, up 15.9% over the same period in 2022.
Moreover, the DIV actively appointed staff to join the Supervisory Board for several weak PCFs.
With the goal of spreading the DI policy, communication activities have been proactively implemented with the orientation to diversify content and format, focusing on conveying messages related to the DI development strategy and policies on amending and supplementing the Law on DI.
Conforming to the Strategy on DI Development to 2025, with orientation to 2030, the DIV approved and issued the Outline of the DI Policy Communication Scheme to 2025, with orientation to 2030.
The DIV has also strengthened human resources, general training, professional training and international cooperation; and has efficiently performed supportive activities, logistics, financial and accounting management according to regulations.
Within the framework of the conference, the delegates heard presentations on such topics as "Building a strong and righteous party at the Party Cell of Internal Control "; “Applying Uncle Ho's thoughts in building the staff of the DIV Branch in Da Nang City to meet task requirements”; “Building a project on DI policy communication, contributing to raising depositors' awareness”; "Some issues of concern in the lending activities of PCFs through the branch's examination".
Determined, drastic, creative to complete the 2023 plan
Speaking at the conference, Mr. Chu Dinh Dong - Member of the Standing Commission, Head of the Organizing Commission of the Party Committee of state-owned enterprises’ group highly appreciated the achievements of the DIV in the first half of 2023 and noted a number of important tasks that the DIV needed to focus on in the coming time, specifically:
Organize communication and dissemination of resolutions, directives and conclusions of Party committees at all levels as well as official documents directing activities of organizations to officials, union members and employees; closely follow the guidelines, directions, directives and resolutions of the Central Committee, the Party Committee of the state-owned enterprises’ group, the direction of the Government and the SBV to successfully fulfill political goals;
Improve and consolidate the party committees; build management system and foster key personnel with high capacity, prestige and leadership ability; strengthen education and improve the staff quality, contributing to boosting the DIV's productivity;
Strictly implement the principle of organizing party meetings, strengthening internal solidarity, expanding democracy along with raising discipline; innovate leadership methods and focus on governance, inspection and supervision throughout the Party Committee.
On behalf of the entire DIV system, Mr. Pham Bao Lam, Chairman of the Board of Directors, thanked the leadership of the Party Committee of the state-owned enterprises’ group for their close attention and direction in the DIV's activities and affirmed that the DIV would act with regard to the instructions given at the conference to successfully complete the DIV's operational plan in 2023.
"Although the remaining journey of 2023 is still full of challenges, this is also an opportunity for the DIV to continue to thrive. I suggest that all of the DIV’s employees need to be determined - drastic - creative to achieve higher overall results, contributing to affirming the position of the DIV in the mission of protecting the legitimate rights and interests of depositors, contributing to maintaining the stability and healthy development of banking activities", emphasized Mr. Pham Bao Lam.
At the conference, the Party Committee of the state-owned enterprises’ group presented a 30-year party membership badge to comrade Le Van Sinh - a member of Party Cell 1 of the DIV Party Committee in Hanoi Branch and awarded certificates of merit to 04 party members who exceptionally completed their duties for 5 consecutive years.

The DIV’s key tasks in the second half of 2023
Firstly, closely coordinate with relevant units to perform their assigned functions and tasks in the process of developing the Law on Credit Institutions and the Law amending and supplementing the Law on DI in order to improve the DIV's financial capacity. This will enable the DIV to effectively participate in the weak credit institutions' resolution process.
Secondly, finalize the formulation of a detailed plan of action programs to implement the Strategy on DI Development to 2025, with orientation to 2030, ensuring the completion of general objectives in accordance with the issued strategic orientations.
Thirdly, finalize the digital transformation plan of the DIV for 2024, with a vision to 2030 for approval.
Fourthly, research, develop and finalize the mechanism for the DIV to successfully perform its functions and duties as assigned. Implement and complete plans on supervision and examination of PCFs under the direction of the SBV Governor.
Fifthly, continue to review and strengthen the management team; develop human resources in line with the development trend of the banking system; build a team of staff with high professional qualifications, ethics and professionalism.
Sixthly, conform to the DIV's operational regulations and strongly promote the role of Party and Union organizations in implementing political tasks, implementing democratic regulations, encouraging thrift and combating wastage. Organize and encourage employees throughout the entire system to respond to emulation movements, social policies, and strive for the development goals of the DIV system.
