Assessing the role of deposit insurance policies (DI) in protecting depositors’ interests, which contributes to ensuring safety and health of the banking system, Mr. Nguyen Van Dung - Deputy Director of the SBV’s HCMC branch has emphasized the role of enhancing public confidence, especially in the current context. DI policies demonstrate the Government's commitment to protect the legal interests of depositors. In addition, the DIV's effective supervision, examination and the SBV's inspection activities become an important information channel, which helps early detect potential risks of credit institutions in order to propose corrective action and timely support for the sake of stable and safe operation.
Mr. La Thien Truong - Director of Lien Nghia People’s Credit Fund in the Central Highlands province of Lam Dong has affirmed that DI policies help build confidence of depositors, contributing to maintaining the stability of People’s Credit Fund operation in the area. In his opinions, the timely presence of DIV will promptly stop people’s panic and anxiety in case of rumor occurrence; thereby preventing bank runs and ensuring the social order.
Regarding proposals to improve the efficiency of DI policies, most ideas have suggested relevant bodies should soon issue guidance documents on the adoption of risk-based premium system, an increase in DI coverage limit and promotion of public relations activities so that people can better understand these policies. Currently, as stipulated in the Law on DI, the adoption of risk-based premium must be required for credit institutions, which will ensure fairness, transparency and market discipline in banking activities. In terms of DI coverage limit, like many depositors, Ms. Nguyen Thi Thuy Quynh (District 8, HCM City) - a customer of ACB has pointed out that the VND50-million coverage limit is still low in the current circumstances that people's living standards and income are high while their depositing demand is on the rise. The insurance level should be raised up to VND200-300 million.
