Attending the workshop were Honesty Bui Khac Son – General Director of DIV and members of the Board of Directors, followed by Director and Deputy Director of Departments in the head office and regional branches, and Head of Bussiness Division of branches, and some research workers of DIV.
The workshop has brought for participants the panorama view of the national economic, financing and banking development at current stage; provided with the international experience of risks oversight over deposit-taking institutions, risk-based premium system and initiatives in order to heighten the role of deposit insurers post to crisis; and thus summarised lessons learned from for the practices of Vietnam. Thrre keynote speakers at the workshop were Dr. Bui Khac Son - The General Director of DIV, Mr. Nguyen Linh Nam – Deputy Executive Director of The FSMIMS Project Implementing Unit, and Ms. Pham Bao Khanh – Director of the Supervision 1 Department.
In the capacity of deposit insurance related policy implementing agency, the Deposit Insurance of Vietnam (DIV) often make its own research with special focus on international experiences and lessons learned as well, aiming at giving implications of proper policies for Vietnam in accordance with the national socio-economic and practices.
During the course of the making up of the Law on Deposit Insurance, several research reports of the International Association of Deposit Insurance (IADI) have been made as full use of advantage as an indispensable source for the concerned bodies. In paprticular, the document “An internationally agreed set of Core Principles” using IADI Core Principles for Effective Deposit Insurance Systems as a basis developed by the Basel Committee on Banking Supervision (BCBS) in collaboration with IADI, has been used by the related ministries, branches and agencies of the National Assembly (NA) of Vietnam targeting towards the evaluation of the effectivesss of the deposit insurance system in Vietnam and serving the build up of the drafted law on deposit insurance as a vauable reference. Eventually, the Law on Deposit Insurance that was passed by the NA on June 18th, 2012, has ensured the compliance with some of “the Set of Core Principles for Effective Deposit Insurance”.
Furthermore, thanks to the exchange of activities of cooperation, studies, active member of IADI, say, the deposit insurer of Germany (DIF under the Federal-wide Association of Banks, DSGV, BVR and VÖB), Korea (Deposit Insurance Corporation - KDIC), Taiwan (Central Deposit Insurance Corporation – CDIC), Indonesia (Deposit Insurance Corporation - IDIC),… have supported the concerned ministries, branches and agencies of the Vietnam’s N.A to perceive the activities of deposit insurance as well as the role of deposit insurers regionally and globally.
Meanwhile, knowledge, experience, and lessons learned from through study tours in the jurisdictions to work with internationally advanced deposit insurance organizations such as the US’s FDIC, Canada’s CDIC, Japan’s DIJC, South Korea’s KDIC, Malaysia’s PIDM, Indonesia’s IDIC, Thailand’s DPA, … has been summed up into presentation at various workshops.
It is said that workshops as being one of activities held quite often by the Deposit Insurance of Vietnam in a bid for consolidating and promoting staff of the whole deposit insurance system to undertake researches. This workshop drew special attention of speakers and attendees in its dicussion sessions.
At delivering the closing speech to this workshop, Dr. Bui Khac Son re-asserted the importance of research and implication of policies relating to the activities of DIV. Dr. Son highly spoke of the common efforts of the staff in carrying out practical studies. Simultaneously, GD Bui Khac Son requested all staff of DIV to further push up such research activities and give recommendations of policy in a bid to serve the build up of the documents of guidance and implementation of the Law on Deposit Insurance in the time to come and contribute to improve bussiness performance of DIV.
