The ceremony was attended by Mr. Nguyen Ngoc Canh, Member of the Standing Committee of the Party Committee cum Deputy Governor of the SBV; Ms. Vu Minh Chau, Acting Director General of SBV’s International Cooperation Department; Ms. Dao Thuy Hang and Mr. Tran Quang Tien, Deputy Directors General of the same department; Mr. Bui Anh Tuan, Deputy Head of the Organization Committee of the SBV Party Committee; Ms. Dau Thi Mai Huong, Deputy Director General of the Department of Credit Institutions Supervision and Management; Mr. Tran Tuan Anh, Deputy Director General of the Finance and Accounting Department; Mr. Le Anh Minh, Head of the Central Personnel Division, Department of Organization and Personnel; representatives from the SBV Inspectorate, and officials of the International Cooperation Department.
Representing the DIV were Mr. Pham Bao Lam, Chairman of the Board of Directors; Mr. Dang Duy Cuong, Member of the Board of Directors cum General Director; along with members of the the Board of Directors, Controllers, the Board of Management, the Trade Union, the Youth Union, and leaders of departments, divisions, and branches across the DIV system.
At the ceremony, Deputy Governor Nguyen Ngoc Canh presented Decision No. 3485/QD-NHNN dated October 20, 2025 of the Governor of the SBV on the transfer and appointment of Ms. Hoang Thi Phuong Hanh, Acting Director General of the International Cooperation Department, to the position of Member of the Board of Directors of the DIV, effective from October 21, 2025, with a tenure of five years.
Congratulating and assigning tasks to Ms. Hoang Thi Phuong Hanh, Deputy Governor Nguyen Ngoc Canch expressed his confidence that, with more than 20 years of experience in management and international cooperation highly valued by the SBV’s leadership over the years, Ms. Hoang Thi Phuong Hanh will successfully apply her expertise and capabilities to fulfill her duties as a Member of the Board of Directors of the DIV.
Deputy Governor Nguyen Ngoc Canh also requested the DIV to continue mobilizing resources to effectively implement upcoming tasks following the National Assembly’s approval of the amended Law on Deposit Insurance in the near future. He urged the organization to work closely with the SBV's Legal Department and relevant agencies to develop and review subordinate regulations, ensuring the effective and practical implementation of the new Law. With expanded functions and authorities under the revised Law, the DIV should proactively engage in the restructuring of credit institutions and support the SBV in examining and supervising the operations of People's Credit Funds as stipulated by Law.
“Witnessing the DIV’s recent achievements and the determination of the DIV’s Board of Directors, Board of Management, and all the staff, I am confident that the DIV will continue to overcome challenges, fulfill its assigned mandates, and achieve breakthroughs with a modernized legal framework for deposit insurance," Deputy Governor Nguyen Ngoc Canh emphasized.
Responding to the Deputy Governor’s instructions, Mr. Pham Bao Lam, DIV’s Chairman of the Board of Directors, expressed his gratitude to the Government Party Committee, the Standing Committee of the SBV’s Party Committee and the Governor for their attention and support in completing the DIV’s senior leadership structure, enabling stronger management capacity and operational effectiveness.
Chairman Pham Bao Lam affirmed that the DIV’s Board of Directors will create all favorable conditions for Ms. Hoang Thi Phuong Hanh to assume her responsibilities quickly, collaborate in directing and supervising deposit insurance activities, and work together for achieving the goal of building a united, resilient, and sustainable DIV.
“The appointment of Ms. Hoang Thi Phuong Hanh as a Member of the Board of Directors with extensive experience in the banking sector will strengthen the leadership team of the DIV, particularly in implementing the amended Law on Deposit Insurance and its forthcoming guiding documents,” Mr. Pham Bao Lam affirmed.
In her acceptance speech, Ms. Hoang Thi Phuong Hanh, the newly appointed Member of the Board of Directors, expressed her gratitude to the Standing Committee of the SBV Party Committee, the SBV leadership, and Deputy Governor Nguyen Ngoc Canh for their trust.
She pledged to apply her experience and knowledge to fulfill her responsibilities with utmost dedication, uphold a spirit of unity and collective interest, and actively contribute to the growth of the DIV into a modern, efficient, and resilient organization, capable of meeting the new requirements for its mission.
