Attending the conference were Mr. Pham Tien Dung - Member of the Party Committee and Deputy Governor of the State Bank of Vietnam (SBV); Ms. Le Thi Mai Huong - Permanent Deputy Secretary of the Central SBV Party Committee; Representatives of functional departments/bureaux.
On the side of VNBA was Mr. Pham Duc An - Chairman of the Association Council; Mr. Pham Quang Tung - Vice Chairman of the Association Council; Mr. Tran Van Tan - Vice Chairman of the Association Council; Mr. Nguyen Quoc Hung - Vice Chairman of the Association Council and General Secretary of the Association; other Association Council members; And representative leaders of member organizations and staffs of the Standing Agency.
On the side of the DIV, there was Mr. Ngo Quang Luong - Member of the Board of Directors.
Speaking at the conference, Mr. Pham Tien Dung - Deputy Governor of the SBV acknowledged and appreciated the efforts and results the VNBA achieved in 2023. The VNBA performed well in calling and mobilizing member organizations to strictly and consensually implement the State policies and mechanisms.
Mr. Pham Duc An - Chairman of the Association Council affirmed that, closely following the Government's direction and the tasks of the banking industry, the VNBA always actively organizes and comprehensively implements proposed resolutions, plans and work programs, thereby positively contributing to the overall success of the industry in all aspects. Through its activities, the role and position of the VNBA as well as the trust and support of all levels, industries and member organizations have been increasingly enhanced.
Besides the achievements, the VNBA is also aware of the issues that need to be improved to better perform its role, thereby meeting the requirements of the SBV, the Ministry of Home Affairs, and the expectations of other member organizations in the coming time.
Mr. Nguyen Quoc Hung - VNBA Vice President and General Secretary said that in the past year, the VNBA coordinated closely and regularly with departments and ministries to provide comments on 13 draft laws, 04 draft decrees, 15 draft circulars and 09 other documents regulating the credit institution activities, such as: Law on Electronic Transactions (promulgated); Law on Credit Institutions (amended – promulgated); draft Law on Notarization (amended); Draft Decree on Consumer Rights Protection; Circular on Money Laundering Prevention... In addition, the VNBA promptly issued more than 30 documents, reports and recommendations to the National Assembly, the Government Office, ministries and branches to report the operational situations, challenges, problems and concerns of the member credit institutions, concerning "hot" issues affecting banking operations and proposes policies and solutions to solve and create conditions for credit institutions to operate safely and effectively.
Also in 2023, the VNBA successfully organized 40 forums, conferences, seminars, and discussions; effectively operated as a member of the Prime Minister's Administrative Procedures Reform Advisory Council; promoted activities of two functional commissions (Policy Commission and Technology Commission) and affiliated organizations (Legal Club of Card Association, AMC Club, Fintech Club and Consumer Finance Club) in coordinated to propose mechanisms and policies to improve the banking industry and supporting the handling of a number of issues in specialized fields.
The VNBA always calls member organizations to strictly and consensually implement the State policies and mechanisms, and develop Conventions in their operations.
Closely following the Government's direction, the Industry's tasks and the VNBA Resolution, in 2024, the VNBA is focusing on 13 key tasks, contributing to the overall results of the entire banking industry, with special emphasis on the following contents:
Firstly, focusing on contributing comments to the policy mechanism, especially contributing to the industry's Decrees and Circulars to implement the Law on Credit Institutions recently passed by the National Assembly, and other decrees and circulars related to the Electronic Transactions Law, Land Law (amended), Real Estate Business Law (amended), Consumer Protection Law, Law on Execution of Judgments (amended), Notary Law, Civil Procedure Law...
Secondly, performing a good role as a bridge between member organizations and state management agencies, promptly capturing feedback on difficulties and problems of member organizations during their operations and considering to competent agencies for consideration on the interests of member organizations related to interest rate support policies, restructuring, bad debt handling, charter capital increase, mobilization and lending interest rate policies, VAT policy for L/C operations and collateral handling tax...
Thirdly, continuing to promote the positive aspects and at the same time, further innovating communication activities through changing the content format of the Monetary and Financial Market Magazine, new interface of VNBA's website, opening VNBA's portal in English version, publishing a Weekly Newsletter on the domestic and world economic and member organization's activities and forming a centralized communication plan through social networks...
Fourthly, promoting digital signature authentication to reduce costs for member organizations when the Electronic Transactions Law takes effect. This is a very important content to support member organizations in reducing fees of signature authentication, electronic signatures, specialized electronic signatures.
Fifthly, strongly innovating training, focusing on training content that member organizations are interested in and serving the activities of member organizations such as: digital transformation, population data, green finance, types of payment frauds, operational risks, card payment risks, anti-money laundering, legal knowledge on contract disputes, secured transactions...
At the conference, delegates unanimously approved the Resolution of the 4th Annual Conference, term VII.
