From the DIV, participants were Mr. Ngo Quang Luong and Mr. Dang Van Toi, Executive Members of the Board of Directors; Mrs. Phan Thi Thanh Binh, Deputy General Director; Department Heads and staff members from the DIV Head Office and regional branches.
Mrs. Phan Thi Thanh Binh delivers the opening speech at the workshop
In her opening speech, Mrs. Phan Thi Thanh Binh introduced to the audience the DIV and the PIDM’s friendship and good mutual support on the international stages such as the APRC and the IADI over the recent years. Mrs. Binh also emphasized the necessity for the development and implementation of a differential premium system (DPS) as well as the PIDM’s considerable experience in the building of a DPS that the DIV can learn from.
The PIDM speakers share the Malaysian experience regarding the establishment and development of a DPS, including DPS framework criteria, indicators, identification methods and the PIDM’s current practice in applying a DPS. Besides, the workshop also discussed typical problems a deposit insurer may encounter in developing a DPS and policy implications for the DIV.
The workshop took place in an enthusiastic, open, and friendly atmosphere. After the workshop’s presentation sessions, the DIV’s participants raised many constructive questions to the PIDM representatives about building and implementing a DPS, which were warmly addressed by the PIDM speakers.

This workshop was an excellent opportunity for the DIV’s senior officers and staff to broaden their professional experience and improve their DPS-related knowledge. Furthermore, from this initiative, the DIV could conduct research on and propose a appropriate premium system to be applied to Vietnam’s insured institutions in the near future.
