As part of the visit, DIV organised a working program featuring technical exchanges on several core operational areas for officials from the DPO’s Analysis and Payout Management Division. The program was attended by Ms Phan Thi Thanh Binh, Deputy General Director of DIV, along with representatives from several professional departments at DIV headquarters.
Overview of the working session
In her opening remarks, Ms.Phan Thi Thanh Binh highlighted that the DPO is a traditional, close and long-standing partner of DIV. Since the signing of the Memorandum of Understanding on cooperation in 2011, the two institutions have undertaken a wide range of practical and effective bilateral activities, facilitating the exchange of information and experience in deposit insurance operations.
Ms Binh noted that Vietnam’s amended Law on Deposit Insurance was adopted by the National Assembly on 10 December 2025 and will come into force on 1 May 2026. This milestone marks a new phase of development, further strengthening DIV’s role in safeguarding the stability of the credit institution system and reinforcing public confidence in the banking sector. She also expressed her expectation that the discussions and exchanges would provide valuable references to support DPO in development of the Lao law on deposit insurance and relevant regulatory frameworks.
During the four-day working program, speakers from DIV delivered presentations on the organisation and operations of DIV; the Deposit Insurance Development Strategy; and the 2025 Law on Deposit Insurance. They also shared practical experience in developing supervisory reporting systems, as well as collecting, analysing and utilising information on insured deposits. These key operational areas were discussed in depth with a view to enhancing the effectiveness of deposit insurance activities and strengthening the protection of depositors’ legitimate rights and interests.
Following the visit, DPO delegation expressed their sincere appreciation to DIV for the warm hospitality and open spirit of cooperation. The professional departments of DIV shared numerous practical lessons and valuable experiences that may be adapted to DPO’s operational context. Both sides also reaffirmed their confidence in the prospects for long-term cooperation.
