The team was led by Mr. Lucas Metzger, Chief Operating Officer (COO) of the Deposit Insurance of Switzerland together with deposit insurance specialists including Mr. John Chikura, Chief Executive Officer from Zimbabwe Deposit Insurance Protection, member of IADI Executive Committee (EXCO) and IADI Treasurer; Mr. Jerry Sociedade, Head of International Cooperation Division from Canada Deposit Insurance Corporation; andMr. Angus Tarpley, Attorney from the US Federal Deposit Insurance Corporation. Within the working program timeline, the experts had meetings with DIV Board of Directors, the Board of Management and the representatives of expert departments to achieve an overview of the deposit insurance system in Vietnam. Besides, the team had working sessions with the Banking Supervision Agency (BSA), the Military Commercial Joint Stock Bank (MBBank), and Quang Trung People's Credit Fund with a view to better understand the actual situation of the financial and banking system in Vietnam as well as clarifying the views of relevant parties on the roles of DIV in restructuring credit institutions.
On that basis, the experts raised the initial comments and assessment of DIV's level of compliance with the Core principles for effective deposit insurance systems at the workshop entitled "Assessment of the compliance with the Core principles for effective deposit insurance systems in Vietnam" held on January 26th 2018. At the workshop, the experts also gave recommendations and suggestions for DIV in particular and the financial and banking system in Vietnam in general.
On January 26th 2018, the expert team also had a meeting with Mr. Dao Minh Tu, Deputy Governor of the State Bank of Vietnam (SBV). Both sides discussed the expert team’s preliminary assessment of DIV and made some recommendations for the whole banking system in Vietnam in general and DIV in particular. Deputy Governor Dao Minh Tu stated that the Government and SBV put an emphasis on defining the roles of DIV. In 2017, SBV paid great attention to the issuance and proposal of legal documents on deposit insurance for approval. A number of important contents regulating DI activities have been approved and supplemented in accordance with the actual banking operations in Vietnam, ensuring the development of an effective deposit warranty. structured, DIV has been assigned with new tasks as stipulated in the amended and supplemented Law on Credit Institutions, specifically providing financial support for troubled credit institutions. At present, the SBV has issued Circular No.34 on the exchange of information between SBV and DIV. "This is a step forward in the legal framework allowing DIV to have relatively sufficient information on the operation of credit institutions for supervising, assessing and monitoring credit institutions together with the SBV", Deputy Governor Dao Minh Tu highlighted.
On the closing remarks of the program, Chairman of DIV Board of Directors Nguyen Quang Huy highly appreciated the results of the expert team’s working. The results of the SATAP will undoubtedly bring many benefits to DIV particularly and the banking system of Vietnam generally. The assessment and recommendations from the specialists will contribute to strengthening DIV's operation and completing "DIV development strategy toward 2025 and orientation to 2030". Furthermore, the outcomes of the program also play a key role in the contents for the International Conference within the Asia Pacific Regional Committee (APRC) 16th Annual Meeting hosted by DIV in 2018.
