In order to strengthen the management of people's credit funds under the direction of the Governor of the SBV, the Board of Directors of DIV has regularly paid attention to and assign DIV's branches to actively coordinate with the SBV's branches in provinces and cities in formulating, signing and effectively implementing the contents of the regulation on coordination and information exchange between SBV 's regional branches and DIV's branches.
Before signing the Regulation on coordination between the SBV's provincial and municipal branches and DIV's branches, the coordination between SBV and DIV had been implemented in accordance with Circular No.34/2016/TT -SBV dated December 28, 2016 of SBV on the provision of information between SBV and DIV. formation, the coordination in providing information is mainly between SBV and DIV, therefore the grasping of information is still not timely and complete.
Pursuant to the recommendation of the SBV and DIV regional branches, the Governor of SBV directed to implement the construction of coordinating mechanism and providing information between the SBV's provincial and municipal branches and DIV branches .
On that basis, the DIV has actively developed a framework for coordination, provision and exchange of information between the DIV’s branches and SBV’s branches. At the same time, DIV reports to the SBV about proposed contents to develop an effective coordination and information exchange mechanism; requires DIV’s branches to promote a coordinated mechanism and providing information between SBV’s regional branches and the DIV’s branches according to the regulatory framework for consistency throughout the DIV’s system. The purpose of coordination, provision and exchange of information is to strengthen the responsibility and cooperation between the SBV's regional branches and the DIV's branches in order to improve the efficiency in supervising and examining PCFs as well as the execution of each side's tasks.
On the basis of the direction of the DIV, until now, eight branches of DIV have signed regulations on coordination and information exchange with 56/57 SBV regional branches that manage PCFs locally, reaching 98% of the set target. Currently, the DIV’s branches are actively promoting cooperation to unify the content and sign the regulation on coordination with the remaining two branches of SBV.
In the coordinated regulation, there are contents on the purposes, principles, methods and level of coordinated information exchange. This has created the basis for determining the basic contents in the coordination and information provision between DIV’s branches and the SBV’s regional branches
The development, signing and implementation of the regulation on coordination between DIV branches and the SBV's branches in provinces and cities initially promoted the roles and responsibilities of each side. There is coordination between the two sides in order to well perform the functions and tasks, thereby contributing to the implementation of the functions, tasks and State management powers and the goal of depositor protection. During the process of monitoring, supervising and examining, the DIV's branches promptly reported the cases of PCFs that are at risk to the SBV's branches and coordinate to clearly identify the cause, therefore suggesting a suitable solution. SBV’ branches also informed the DIV’s branches of unexpected and problematic cases in the operation of PCFs to improve the quality of PCFs management as well as banking operations in the area.
After a period of implementing the regulation on coordination and information exchange between SBV's branches and DIV's branches, the operational efficiency of DIV”s branches has been significantly improved. structured, the implementation of this regulation has helped strengthen the relationship and the exchange of information between the two sides in a faster and more timely manner, especially the information on problematic PCFs to coordinate on the resolution if necessary. DIV's branches also receiving the results of supervising, evaluating and classifying of PCFs in the area to serve as a basis for assessing the operation and risk level of notified institutions in the region as requested by the DIV, thereby helping the DIV's branches to promote professional activities , increase accountability, raise the efficiency of supervision, examination and participation in resolution of problematic PCF, contributing to the safe and sustainable development of PCF system
It can be said that the initial results of implementing the regulation on coordination and information exchange between the SBV's Branches and the DIV's branches have created a new step in the relationship of coordination and information sharing between the two sides. Hence, it contributes to the implementation of the assigned tasks of each side and enhancement of the role of DIV in supervising, examining, and monitoring the activities of the PCFS in region.< /o:p>
