SBV Deputy Governor Đào Minh Tú, along with the leadership of DIV and representatives of CIC, attended the signing ceremony of the Agreement on Information and Data Sharing to support deposit insurance activities.
Attending the conference were representatives from the leadership of various departments and agencies under the SBV, representatives from the Vietnam National Credit Information Center (CIC), and officials from the Department of Civil Servants - Ministry of Home Affairs, the Department of Civil and Economic Law - Ministry of Justice, the Department of Finance and Banking - Ministry of Finance, the Department of Economic Security - Ministry of Public Security, and the Vietnam Cooperative Bank.
On behalf of DIV, attendees included Mr. Phạm Bảo Lâm, Chairman of the Board of Directors; Mr. Đặng Duy Cường, General Director; along with members of the Board of Directors, Board of Management, Controllers, and leaders of various departments at the headquarters. Additionally, representatives from DIV branches participated either in person in Hanoi or online from various locations across the country.

In his opening remarks at the conference, Chairman Phạm Bảo Lâm emphasized that in 2024, DIV not only successfully implemented but also effectively completed its key assigned tasks, affirming its pivotal role in the successful implementation of deposit insurance policies.
Specifically, DIV strengthened its supervision and examination of credit institutions, conducted regular examinations of insured institutions, and ensured the safety of people's credit funds (PCFs) under the directives of the SBV Governor. It also participated in special control of PCFs. All financial indicators exceeded the planned targets, enabling the DIV to build strong financial resources, ready to meet new tasks as stipulated under the Law on Credit Institutions 2024.
Additionally, DIV actively researched, reviewed, and proposed amendments to the Law on Deposit Insurance to address current challenges, ensuring policies are in line with practical conditions and international standards. High efficiency was also achieved in its movement and union activities, contributing significantly to the successful completion of political tasks. These efforts not only reinforced DIV’s role but also accelerated the restructuring of credit institutions, ensuring the stability and sustainable development of the banking system.

On behalf of the DIV’s Board of Management, General Director Đặng Duy Cường presented the 2024 activity report and outlined the 2025 task directions. According to the report, DIV achieved significant results in research, policy development, and the management of operational documents over the past year. Notably, DIV proactively participated in drafting and finalizing the revised Law on Deposit Insurance and collaborated with the SBV to include key policies in the National Assembly's legislative agenda for the 2025–2026 period. Concurrently, research and implementation efforts for the Deposit Insurance Development Strategy through 2025, with orientations to 2030, were intensified, laying a solid foundation for future advancements.
In its professional activities, DIV effectively issued and revoked deposit insurance participation certificates in compliance with regulations and exceeded its deposit insurance premium collection targets. Currently, with total assets exceeding 126 trillion VND and a professional reserve fund nearing 120 trillion VND, DIV protects over 123 million deposit transactions across 1,277 insured institutions.
The supervision of insured institutions was implemented effectively, supporting the SBV in managing and overseeing the credit institution system. Examination processes were standardized and completed on schedule with ensured quality, achieving 100% of the planned periodic examination for insured institutions and as required by the SBV. Additionally, DIV participated in managing PCFs under special control and in evaluating recovery plans for problematic PCFs.
Furthermore, DIV prioritized the promotion of deposit insurance policies, organizing communication activities at numerous PCF annual general meetings in collaboration with VNPOST and various mass media outlets. Notably, on the occasion of its 25th anniversary, DIV successfully held an online quiz on deposit insurance, attracting nearly 1.1 million participants. This initiative helped to spread awareness of deposit insurance policies among the public and enhance the organization's image and activities.
In 2024, DIV also successfully hosted the 25th Anniversary Summary Conference, receiving strong support from governmental agencies, departments, and international deposit insurance organizations. Personnel management and training were emphasized, while research and international cooperation activities achieved significant milestones. These efforts enhanced the organization's staff capacity, especially by learning from the experiences of countries with advanced deposit insurance systems.

In his directive speech at the conference, Deputy Governor Đào Minh Tú highly commended the outstanding achievements of DIV in 2024 across various areas of operation and agreed with the key tasks outlined for 2025. The Deputy Governor emphasized eight key tasks that DIV should focus on implementing in 2025.

On behalf of the entire DIV system, Chairman Phạm Bảo Lâm expressed gratitude to the SBV leadership and Deputy Governor Đào Minh Tú for their close attention and guidance regarding DIV's operations.

In 2025, DIV will implement its operations comprehensively, consistently, and effectively, focusing on five key tasks: Finalizing the Law on Deposit Insurance: Study and concretize functions and responsibilities in accordance with the Law on Credit Institutions 2024; Prepare conditions for implementation once the revised Law on Deposit Insurance is approved, coupled with appropriate communication strategies for each phase. Evaluating the Deposit Insurance Development Strategy: Complete the mid-term review and evaluation of the strategy's implementation through 2025, with a vision toward 2030. Review and adjust the strategy to align with new responsibilities and the revised Law on Deposit Insurance. Enhancing examination and supervision effectiveness: Allocate and utilize resources efficiently to meet the planned periodic and in-depth examination of people’s credit funds under SBV Governor’s directives; Strengthen supervision and ensure close coordination between examination and supervision activities. Improving information coordination: Promote information exchange between DIV, SBV branches, and the CIC; Review and adjust coordination regulations to reflect changes in the jurisdiction of SBV branches. Restructuring the organization: Prepare for a streamlined and efficient organizational structure; Enhance management capabilities, optimize workforce allocation, promote IT application, and improve productivity and efficiency. |
At the conference, Ms. Hà Thị Thanh Thủy, Deputy Director of Department 3, Banking Supervision and Inspection Agency, expressed gratitude to the DIV for its effective cooperation in managing the nationwide system of PCFs. She emphasized that DIV’s inspection results and recommendations have positively contributed to strengthening and safeguarding the operations of the PCF system. Additionally, the exchange of information between DIV and SBV branches in provinces and cities has timely supported inspection and supervision efforts, enabling the identification and resolution of PCFs showing signs of insecurity. These efforts have not only helped stabilize the PCF system but also enhanced legal compliance awareness among credit institutions.
As part of the conference, DIV and CIC signed an Agreement for information and data sharing to support deposit insurance activities. It marks a significant milestone and an important step forward in the collaboration between the two entities, aiming for the shared goal of ensuring safety and stability in Vietnam's banking system.
The agreement was established between the Information Provider (CIC) and the Information Receiver (DIV) to facilitate the provision of credit information. This support aims to help DIV implement deposit insurance activities as prescribed by law, protect the legal rights and interests of depositors, and enforce deposit insurance policies. These efforts contribute to maintaining the stability of the credit institution system and ensuring the safe and healthy development of banking operations, in line with DIV's assigned functions and responsibilities.
The information and data provided by CIC to DIV will be delivered through the DB Gateway intermediate database managed by the SBV, housed at the Information Technology Department.
To further build on its achievements, at the conference, Ms. Phan Thị Thanh Bình, Deputy General Director of the DIV, launched the 2025 emulation campaign under the theme: "DIV strives for excellence to commemorate major national holidays, significant events of the banking sector, and DIV in 2025."
Specifically, DIV will strive to achieve the objectives and operational plans for 2025; actively provide recommendations to SBV for submission to the Government and National Assembly regarding amendments to the Law on Deposit Insurance; facilitate the implementation of deposit insurance policies and effectively participate in the restructuring of credit institutions; implement solutions and action programs to achieve the objectives outlined in the Deposit Insurance Development Strategy; concentrate resources on executing DIV’s key operations.
