In session 1 of the conference with the topic "Improving security capabilities for banks", presentations focused on: Ensuring security, safety, and confidentiality in non-cash payment transactions; Current status and scams of cyber criminals - Prevention solutions; Fraud risks in digital payments around the world and implications for Vietnam. Session 2 has the topic of "Improving security for personal transactions", focusing on AI application content to prevent risks in online payments; Technology solutions for security and safety of banking transactions. Each session includes a discussion on solutions to ensure the banking system operates securely, safely, and continuously; solutions to improve protection for personal transactions and protect users.
Speaking at the opening of the conference, Mr. Le The Chu - Editor-in-Chief of Tuoi Tre Newspaper said that the program "Cashless Day - June 16" officially launched by Tuoi Tre Newspaper and coordinated with the Payment Department and the Communication Department, SBV has been organized since 2016, and has now enter its 6th year. Through the 5-year journey of implementing "Cashless Day", under the direction of the Government leadership, the attention and companionship of the SBV and relevant ministries, branches, agencies and units with Tuoi Tre Newspaper, this program has conveyed and spread the message and positive value of cashless payment, contributes to shaping and strengthening the habit and behavior of using safe non-cash payment methods and means, contributes to creating clear changes in non-cash payment activities of people, businesses and the entire economy.
“The program has contributed to realizing the Government's goals in projects (Project for developing non-cash payments for the period 2021-2025; Project for promoting payment through banks for public services; Project for enhancing increasing access to banking services for the economy) and the National Financial Inclusion Strategy" - Mr. Le The Chu emphasized.
Sharing at the conference, Mr. Pham Anh Tuan - Director of the Payment Department (SBV) said that in recent times, non-cash payment activities under the direction of the Government and SBV have continued to be promoted and developed and achieved certain results. The legal framework, mechanisms, and policies for non-cash payments and digital banking activities continue to be reviewed, supplemented, completed, creating synchronization and favorable conditions for the development of non-cash payments and promoting digital banking, applying new technology and ensuring security and safety in payment activities.
Also according to Mr. Pham Anh Tuan, in the context of science and technology development and Vietnam's integration with the world economy, the banking industry has pioneered the application of information technology and digital transformation to provide products. New and modern non-commercial payment products and services, meet the immediate payment and transaction needs of people and businesses. By the end of 2023, Vietnam will have more than 182 million payment accounts of individual customers, corresponding to 87.08% of adults with bank accounts; many banks have over 95% of transactions processed on digital channels.
Non-cash payment activities are increasingly coming into life
In addition, the number of payment transactions via mobile devices and QR Code has also grown rapidly in recent times. specifically, payment via Internet, Mobile and QR Code methods are growing rapidly, to date there are 85 payment service providers deploying payment services via Internet and 52 organizations implementing payment via Mobile. Aggregated data for the first 4 months of 2024, commercial transactions reached about 4.9 billion transactions with a total transaction value of more than 87 million billion VND (with an increase of 57.11% in quantity and 33.45% in value); Of which, transactions via the Internet channel reached more than 916.7 million transactions with a value of over 22.5 million billion VND (with an increase of 47.48% in quantity and 30.03% in value), via mobile channels, it reached more than 3.4 billion transactions with a value of more than 22.4 million billion VND (with an increase of 59.26% in quantity and 35.91% in value), especially payment via QR code method reached nearly 101.2 million transactions with a value of more than 126.8 billion VND (with an increase of 167.2% in quantity and more than 424.5% in value).
However, besides the development of non-cash payment services, the banking industry also faces significant risks and challenges in ensuring security, safety, and confidentiality, especially in the context that crime is increasing using high technology to defraud and appropriate people's money and bank accounts with many sophisticated and complex tricks.
To prevent and fight fraudulent activities in cyberspace, causing insecurity and safety in non-cash payment activities, in recent times, the banking industry has been organizing and implementing many comprehensive and consistent solutions, including 04 main groups: Completing mechanisms, policies and directing implementation; Deploying technological solutions and coordination mechanisms; Disseminate knowledge and warn to prevent and fight fraud crimes; Coordinating with authorities in preventing and combating online fraud.
In the past 5 years, the SBV has issued more than 90 directives and warnings on ensuring information security and safety for units in the industry, which required units to synchronously deploy solutions to raise awareness about security and information security for all bank employees and customers.
In order to improve the public's knowledge and skills in accessing and using banking services, communication and financial education play an important role. The SBV has been coordinated with press agencies to produce hundreds of news, articles, and television reports or organize programs and events that include disseminating knowledge and guiding people and businesses to understand and use banking products and services on digital platforms safely and in accordance with legal regulations. At the same time, raise people's awareness and vigilance about security risks, information safety, and common crime and fraud tricks and behaviors that have recently appeared related to banking activities. specific: coordinate with Vietnam Television (VTV) to organize communication programs that incorporate awareness-raising content: Smart money (broadcast on VTV3), Smart money (in the program Good Morning VTV1), Key Box (broadcast on VTV1 every Friday night); Coordinate with Tuoi Tre newspaper to organize the annual Cashless Day event; Organizing annual Banking Industry Digital Transformation Day events.

The fanpage attracts many followers and visits, with the participation of many famous artists, through skits, video clips, graphics, diagramming knowledge about finance and banking in a simple way, easy to understand and remember, introducing non-cash payment products and services, warning about fraudulent tricks of technology criminals, instructing people how to use banking services and security skills, safety and security in non-commercial transactions in particular and banking services on digital platforms in general.
On the part of credit institutions, they also regularly and continuously carry out communication work with customers about measures to ensure security and information safety when using electronic banking services through websites and Internet Banking, Mobile Banking applications.
To improve the work of ensuring security, safety and confidentiality in non-cash payment activities, Mr. Pham Anh Tuan said that in the coming time, the banking industry will deploy a number of key solutions, focusing on perfecting the framework, mechanisms, and policies on ensuring security and network information security, creating a legal corridor for units in the banking industry to deploy new technology solutions to improve customer protection capacity, prevent fraud and fraud in banking activities.
Along with that, drastic and effectively deploy the tasks and solutions directed by the Governor of the SBV in the Banking Industry Digital Transformation Plan (Decision No.810/QD-NHNN in 2021) ; Banking sector's plan to implement Project 06/QD-TTg.
