Policy communication in general has the purpose of bringing policy information to people, convincing them to change their awareness and legal behavior, and is also a channel for relevant authorities to get people's opinions when developing new policies and adjusting current policies. Recognizing the role of policy communication will help the Government, relevant ministries and communicators have appropriate strategies and build social consensus.
For Deposit Insurance of Vietnam (DIV), it is a task to widely communicate the amendments and supplements to a number of articles of Law on deposit insurance to thoroughly grasp the State's legal policies as well as the Government's direction, the direction of the State Bank of Vietnam (SBV) on the work of building and perfecting the legal system, organizing law enforcement, disseminating and educating the law in the field of deposit insurance; thereby ensuring the legal rights and interests of depositors, contributing to maintaining the stability of credit institutions.
From the people's perspective, communicating legal policies right from the draft stage is considered a basic way for people to "enjoy their democratic rights". Therefore, communication from the draft Law helps create conditions for people - depositors, experts, credit institutions... to play a central role, ensuring democracy and promoting people's rights. From there, there is a basis for creating high consensus in society on contents related to the issue of amending and supplementing the Law on deposit insurance through multi-dimensional interactions between people - depositors, credit institutions, and organizations such as DIV - the drafting agency, SBV and relevant ministries and agencies to promptly, fully and more practically meet real-life requirements. Hence, it is possible to improve the quality and feasibility of legal documents in the field of deposit insurance in Vietnam.
Based on the above requirements and purposes, DIV - the agency implementing deposit insurance policy - has focused on building a communication plan to support and promote amendments and supplements to the Law on deposit insurance. From 2020, communication events about the activities of the DIV and the deposit insurance policy will all incorporate content showing the results of implementing the Law on deposit insurance, the shortcomings arising in the implementation of the Law as well as the urgency of amending and supplementing the Law on deposit insurance, completing the legal framework for the field of deposit insurance, strengthening the role of DIV in the process of restructuring credit institutions, better protecting the interests of depositors, and ensuring system safety for the financial and banking industry. Thereby, DIV has recorded policy feedback from beneficiaries (depositors, organizations participating in DI and relevant organizations and individuals). At the same time, the subjects being disseminated were clearly aware of the role of the deposit insurance policy, the position, functions and tasks of the DIV; the necessity and contents that need to be amended and supplemented to the Law on deposit insurance.
The dissemination content deeply evaluates international experiences in the field of deposit insurance. Especially the contents of recommendations and practical proposals to amend and supplement the Law on deposit insurance after DIV has coordinated closely with functional units and relevant agencies.
Based on the practical implementation of deposit insurance policy, DIV proposes policy contents expected to be amended and supplemented in the Law on deposit insurance such as: Improving the financial and operational capacity of the deposit insurance organization; Supplementing the rights and obligations of DIV; Improve legal regulations so that DIV can participate more deeply in the process of restructuring weak credit institutions in Vietnam; Regulations on when the obligation to reimbursement arises ensures timeliness and efficiency.
At the same time, the appropriate form of communication is very important to make it easy to reach each audience such as depositors and credit institutions. At the same time, coordination with authorities at all levels and relevant ministries - departments - branches, legal practice organizations and teams of researchers and experts has contributed to raising awareness and responsibility of all parties.
In order for people - depositors and other public entities to be able to contribute to the amendment and supplementation of the Law on deposit insurance, the agency in charge of drafting the draft Law amending and supplementing the Law on deposit insurance needs to promote its submission to the Government to include the draft Law amending and supplementing the Law on deposit insurance into the National Assembly's Law-making program. From there, policy communication is a bridge to encourage interested parties to contribute opinions on the draft Law amending and supplementing a number of articles of the Law on deposit insurance, joining hands to promote the development of deposit insurance activities, approaching international practices, bringing deposit insurance policy more and more into real life.
