Accordingly, this Plan aims at identifying and effectively implementing the tasks of administrative reforms in the 2012-2015 period in line with Resolution 30c/NQ-CP, in which the institutional reform will focus on the pivotal task of completing legal documents associated with the administrative procedures in order to improve the effectiveness and efficiency of SBV management, meeting the requirements of the national socio-economic development and fosterirng new changes in the banking sector.
The SBV has set the key tasks of the 2013 administrative reforms as follows: Focusing on improving the legal framework of monetary, banking and foreign exchange operations; Renovating the procedures and enhancing the quality of the SBV’s formulation and issuance of legal documents; Developing and promulgating plans of administrative procedure control, review and evaluation; Carrying out the control, review and evaluation of administrative procedures in accordance with the approved plan; Listing, publicizing and updating regulations and administrative procedures, promptly dealing with feedback and recommendations of organizations and individuals on regulations and administrative procedures, and completing the implementation of the administrative procedure simplification plans under the SBV’s jurisdiction..
In terms of reforming the organizational structure, the SBV will submit documents on the functions, duties, powers and organizational structure of SBV to the Government for issuance; Continue to review, formulate and issue the regulations on the functions, duties and organizational structure of SBV entities; Improve the qualification of the staff of SBV’s departments and its headquarter, and SBV branches in key economic areas.
In addition, the SBV will continue the implementation of the tasks of training and retraining its staff; reform the public finance and modernize the management of administrative reforms.
The SBV Governor has also assigned SBV entities to thoroughly grasp and direct the implementation of specific tasks, and make periodical reports to the SBV Governor on the results of the administration reforms.
The SBV Governor has assigned the SBV Office to monitor the implementation of the plan by the entities; make regular and irregular reports on the implementation and necessary recommendations to the Governor in order to ensure the effective implementation of administrative reforms.
