In the state budget final accounts presentation, Minister Vuong Dinh Hue announced that even there are difficulties in the domestic economy context, together with efforts of the political system, social consensus, state budget revenue for 2010 reached and surpassed the plan ratified by National Assembly. Relating to that, budget plan of revenue in 2010 reached 461.500 billion VND, final accounts revealed 588.428 billion VND; increased 27,5% (126.928 billion VND) compared to the plan. Budget plan of expenditure accounted for 582.200 billion VND, final accounts were 648.833 billion VND, and increase 11, 4% (66.633 billion VND) compared to the plan because of revenue increase and brought forward revenue.
National Assembly allowed 2010 budget deficit to be 119.700 billion VND, which hold 6, 2% of GDP. Ratified final accounts budget deficit were 109.191 billion VND, 5, 5% of GDP, thanks to the increase in the state budget revenue.
Accordingly, the Government submitted the Nation Assembly to revise and approve state budget final accounts of revenue - expenditure for 2010. The total revenue of state budget balance is 777.283 billion VND (included brought forward revenue from 2009 to 2010), total expenditure of state budget balance accounts for 850.874 billion VND (included carry forward expenditure from 2010 to 2011), budget deficit is 109.191 billion VND, reveals 5,5% of GDP (excluded provincial budget closing balance of 35.600 billion VND).
The Committee on Finance and Budget of National Assembly consent to the Government’s proposal and recommended National Assembly to consider and approve that.
At this session, some important laws such as: Law on National Reserves, Law amending and supplementing a number of articles of Law on Tax Management and Law on Price will be approved by the National Assembly.
