Some laws referring to economic field to be ratified at the 12th National Assembly’s Session No. 8

The agenda of this session included many important contents with focus on the following issues:
- Considering the report by the Government on the implementation of the 2010-socio-economic plan and state budget estimates; budget estimates for 2011 as well as plans on budget allocation for central agencies and budget supplements for localities
 - Discussing and ratifying 09 laws, 01 resolution, namely: Law on environmental protection tax, Law on Inspections (revised), Law on Administrative Litigation; Law on Public Employees; Law on Consumers’ Rights; and the Law on Minerals (revised). Law on amendment, supplement of some articles of the Law on Securities; Law on amendment, supplement of some articles of the Law on Insurance Business; Law on amendment, supplement of some articles of the Law on election of National Assembly deputies; Law on amendment, supplement of some articles of the Law on election of People’s council deputies; Resolution on tax policy on agricultural land use.
- Giving opinions on 9 draft laws: Law on Independent Audit; Law on Denunciations; Law on Complaints; Law on Measurements; Law on Combating Human Trafficking: Law on Archives; Law on Co-operatives (revised); ; Law on amendment, supplement of some articles of the Code of Civil Procedures; Capital Law.
- Supervising thematically the implementation of the reform of administrative procedures in some fields directly related to citizens and entrepreneurs under the general program on comprehensive state administrative reform in 2001-2010; reviewing some reports on the results of supervision implemented by The Standing Committee, Ethnic Council and Committees of the  National Assembly:  report on summarizing comments, petitions contributed by deputies, report on the results of the supervision of resolving petitions suggested by deputies at the 7th session, questions posed by deputies and answers; discussing and ratifying the National Assembly’s supervision program in 2011.
- Considering performance reports by The Standing Committee of, Ethnic Council and Committees of National Assembly, The People’s Supreme Court Chief, the Prosecutor General of People’s Supreme Procuracy; reports by the Government and court and procuracy branches on resolving citizens’ complaints, denounces, on execution of law cases, special reprieves, prevention and opposition of law violation and criminals, prevention and opposition of corruption, practicing thrift and anti-waste, international affairs, defense and security, reports on pilot projects on not organizing district and commune people’s councils, on completion of Dung Quat oil refinery, on the operation  of Vietnam Shipbuilding Industry Group (Vinashin); on releasing land to and setting up join ventures with foreigners for forestation at the border areas and other reports.
- Giving opinions on draft documents presented at the upcoming 11th National Party Congress and considering some other important issues.
After the opening ceremony, Prime Minister Nguyen Tan Dung presented the report on the implementation of the 2010-socio-economic plan and the 2011-tasks. The report focused on socio-economic situation in 2010; goals, tasks and measures for socio-economic development in 2011. As per the report, the country has implemented the 2010 socio-economic plan in the context that the global economy has just got through the most difficult period of the financial crisis and recession, showing some initial signals of recovery but still facing a lot of difficulties and challenges. In order to implement the National Assembly’s resolution, the Government issued Resolution No.3 on January 15th, 2010 comprising of 8 groups of tasks and measures. However since the early months in 2010, prices in domestic market have shown upward tendency. Trade deficit gap gets wider. Many banks have faced liquidity problems. Lending interest rates are high. It is difficult for companies to access loans, doing business has confronted a lot of difficulties…The Government has analyzed  the situation and issued the Resolution No.18 on April, 6th, 2010 with numerous specific measures for stabilizing macro-economic situation, curbing high inflation and meeting the economic growth target of 6.5% in 2010.
Based on the situation of the first nine months, and the forecast for the remaining months, the Government has reviewed the socio-economic situation in 2010 and concluded that: the downtrend has been stopped, the economy has been recovered and grown at fairly high pace; macro-economic environment has been improved, the important balances of the economy has been ensured, social security and welfare have been improved given the numerous difficulties of the economy; science and technology and environment protection have achieved positive results; administrative reform, anti-corruption and thrift practicing have been paid special attention and obtained encouraging results; political situation has been stable, defense and security have been ensured, foreign affairs have obtained important results; Vietnam’s position on the world stage has continued to rise.
As far as the goals, tasks and measures for socio-economic development in 2011 are concerned, as forecasted, the world economy shall continue its unstable recovery trend and face a lot of difficulties. The general goals for Vietnam are to strengthen macro-economic stability and to control inflation, from which, to achieve higher economic growth than 2010’s in association with renewing the growth model, transforming the economic structure, raising the productivity, quality, efficiency and the competitiveness of the economy; ensuring social security and social welfare, improving living standard for people; strengthening political and social stability; securing defense and security; improving the effectiveness of foreign affairs and international integration. The main targets include economic and social ones. As for economic targets, GDP growth rate is 7-7.5% against 2010, GDP per capita of about 1,300 USD; export revenue of 74.8 billion USD, a 10% increase compared with 2010. Trade deficit is planed to decrease to below 20%; state budget revenue standing at 590.5 trillion dong, total state expenditure being 725.6 trillion dong. Budget deficit is expected to be equal to 5.5% of GDP. Total investment is set at 40% of GDP, CPI increase of 7%.

To realize these targets, the main tasks and measures are: strengthening macro-economic stability, ensuring the economy’s main balances, improving the investment environment and enhancing investment effectiveness; promoting production and business together with economic restructuring, securing social security and welfare, continuing to improve living standard for people; pushing up scientific and technological application; protecting and improving natural environment to contribute to improving the quality of growth; enhancing state management, speeding up the administrative reform, preventing and combating against corruption and waste; strengthening defense and security as well as raising the effectiveness of foreign affairs.

The Prime Minister has also stressed that, under the leadership of the central communist party, the state management and with the determination, joint efforts of the entire party, people, the army as well as the community of businesses, it is believed that the set goals and plan will be materialized successfully.
